Sign interpretation

It's hard to see, but the sign says"slow children,speed limit 10MPH,watch for snakes". So, what I think they mean is "watch out for the snakes chasing the children at 10MPH?" Sounds better to me.

We got some thunderstorms last night, so I just ended up riding the road this morning. The trails down here are not doable when wet(sticks to the ol' tires like clay).Headed down towards Mexico to Anzulduas Park. There is going to be a crit and MTB race there next month so I wanted to check things out. That's where this sign was.
